SUBMCT: PROPOSED AMENDMENT TO FERMI-2 TECHNICAL SPECIFICATION TABLE 3.6.3-1 PERTAINING TO DELETION OF PRIMARY CONTAINMENT MONITORING SYSTEM ISO-LA, TION VALVE N05. T50-F406A AND T50-F4068 (TAC #61882)

The NRC staff has reviewed the information furnished by the Detroit Edison 4

letter (VP-36-0067) dated June 7, 1986, proposing the deletion of the subject

.i valves frc9 Fcrmi-2 Technical Specification Table 3.6.3-1, as the result of modifications nade to the Primary Containment Monitoring System (PCMS) for meeting equipment qualification requirements. The staff concludes that the

. pipe capping method to be used in place of the removal of those isolation

' valves is acceptable in that it' meets applicable ASME Code requirements.

However, before the NRC staff can fully accept the proposed amendment to Technical Specification Table 3.6.3-1, additional information will be needed

. with respect to the modifications made to the PMCS which support the fact that b

the subject isolation valves are no longer needed. It is therefore requested that a detailed description be provided on how the PMCS was upgraded to meet equipr.'ent qualification requirements with drawings and schematics, etc.,

wpporting that the valves in question are no longer needed. Your response to this request should reference "(TAC No. 61882)" in the " Subject" of the letter.

This~ request for information affects fewer than ten respondents; therefore, OMB clearance is not required pursuant to P.L.96-511.
