Gentlemen:

This refers'to the inspection conducted by Mr. J. R. Boardman of this office

during-the period October 19-23, 1987', of activities authorized by NRC

Operating Licenses DPR-51 and NPF-6 for Arkansas Nuclear One, Units 1 and 2 and

to the discussion of our findings with Mr. E. Ewing, General Manager,' Plant'

Support, and other members of your staff at the conclusion of the inspection.

The area examined during this inspection was the licensee's corrective action

program. Within this' area, the inspection consisted of selective examination _

of procedures and representative records, interviews with personnel, and

' observations by the NRC inspector. The inspection findings are documented in

the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were'.

identified.

The attached inspection report indicates that Arkansas Power & Light Company

i

has not yet resolved self-identified deficiencies in the ANO corrective action

program. These deficiencies were identified by Arkansas Nuclear One Quality

Assurance Audit QAP-10-85, issued on March 21, 1986. We are concerned that

in the 20 months since these deficiencies were identified, they have not been

fully resolved. We plan to contact you separately to arrange a management

meeting to discuss your corrective action program and the timeliness of corrective

action measures.

50-368/87-20 and 50-313/87-23; 50-368/87-23, indicate that Arkansas Power &

Light Company has failed to correct identified deficiencies in the AN0

corrective action program.

Deficiencies were identified by Arkansas Nuclear

One Quality Assurance Audit QAP-10-85, issued on March 21, 1986. We are

concerned that the Senior Review Committee has been aware of the problems since

the QAP was issued, but has not corrected these deficiencies in over 20 months.

You are requested to contact the Mr. J. Jaudon of this office to arrange a

management meeting for you to present your corrective action program

improvements and to discuss timeliness of corrective action measures as

identified in paragraph 2 of the attached report.
