This is to acknowledged receipt of your letter dated December 4,1987, which transmitted Revision 84 to the Big Rock Point Site Emergency Plan (SEP),.

Volume 9. This revision was received in our office on December 7, 1987. This submittal was made at our request to make changes in Chapter 3, Site. Emergency Plan Summary, and in Chapter 8, Maintaining Emergency Preparedness as submitted 'by you as part of Revision 83 to the SEP (Reference Letter of November 25, 1987, from W. D. Shafer, Chief, Emergency Preparedness and Radiological Protection Branch to Dr. F. W. Buckman, Vice President, Consumers Powcr Company). The November 25, 1987 letter to you erroneously referenced Chapter 1 of the SEP in Paragraph 3. The correct reference was Chapter 3 of the SEP.

One of these changes was to eliminate the. statement in Chapter 3 which read,.

"When an EAL associated with plant or equipment status are. intentionally exceeded due to planned maintenance or testing activities, an emergency condition does n_ot exit." The other change.made was to replace the word "may" with the word "shall" when describing the makeup of radiological monitoring drills. This change was in Chapter 8.

The two changes made as described in the previous paragraph are satisfactory.

We have reviewed the entire content of Revision 84 and have no further question on this submittal.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes-to your plan which may decrease the effectiveness of the plan. However, if your safety review indicates no decrease in' emergency preparedness effectiveness, then changes can be made without prior NRC approval. In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements .

of 10 CFR Part 50, Appendix E, Section V.

In accordance with 10 CFR 2.79') of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.
