SUBJECT:

RENEWAL OF PVNGS LICENSES We are presently holding renewal applications for seven Palo Verde Licensed Operators. These applications were submitted on March 31, 1987 and May 1, 1987 along with other applications for renewal which have already been processed. Additional information was requested from the facility for these seven applicants which now has been received. The seven applications are

Renewals, the renewal of these Licenses should not be made if the requal evaluation of the facility clearly falls between a satisfactory and an unsatisfactory rating unless corrective actions identified by the licensee are being implemented.

1 Region V recently determined that the requal program for Palo Verde was

" Marginal", clearly between " Satisfactory" and " Unsatisfactory" (see Examination Report 50-528/0L-87-01).

Due to this finding, the processing of renewal licenses for these operators, and any additional renewal applications from Palo Verde, will not proceed until the facility has implemented the necessary corrective actions.

It is noted, however, that 10 CFR 55.55 wil' allow these operators to continue to operate the facility. The application for renewal was filed on NRC Form - 398 at least 30 days before the expiration of the existing license, thereby allowing the old license to not expire until a final determination on the renewal by the Commission. There is now no time limit on the expiration of these licenses, g0hh'
