Reference (a) provided the NRC Staff with a proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48. That change will extend the duration of the Zion Units 1 and 2 Operating Licenses to allow for 40 years of operation.

References (b), (d), and (f) contained Commonwealth Edison Company's submittals for Zion Station in support of the Pressurized Thermal Shock (PTS) rule, 10 CFR 50.61. However, the NRC Staff has disputed Commonwealth Edison Company's value for the copper content of the limiting Unit I reactor vessel weld. This concern has resulted in the issuance of two NRC SERs, references (c) and (e). ,

These two documents concluded that the Zion Unit I reactor vessel does not satisfy the fracture toughness requirements of 10 CFR 50.61.

Commonwealth Edison disagrees with that assessment, as discussed in reference (f). A meeting to discuss this Unit 1 issue is planned for mid-January, 1988.

As a result,' references (c) and (e) did not challenge Unit 2's compliance with the screening criteria contained in 10.

CPR 50.61. Therefore, Unit 2's compliance with 10 CFR 50.61 is not at' issue.

Commonwealth Edison Company is aware that resolution of the PTS issue _is a prerequisite for the issuance of a full 40 year operating license. Thus, in order to facilitate the issuance of Unit 2's 40 year license, Commonwealth Edison is requesting that the original amendment request be partitioned into a separate Unit 1 and Unit 2 request. .

This requested alteration does not affect the validity of the information supplied in reference (a). As'provided by 10 CFR 50.91, the State of Illinois is being notified of this amendment request by transmittal of a copy of this letter.
