This letter addresses the inspection of your facility at King of Prussia, PA conducted by J. C. Harper of this office on June 24-26, 1987, and the discussions of their findings with Mr. J. Korin and other members of your staff at the conclusion of the inspection.
The inspection was conducted as a result of an ongoing Vendor Inspection Branch (VIB) fastener evaluation program. This inspection was conducted in order to review the Allied Nut & Bolt (ANB) compliance with and implementation of 10 CFR 50 Appendix B and 10 CFR Part 21. Areas examined during the NRC inspec-tion and our findings are discussed in the enclosed report. This inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.
During this inspection it was found that the implementation of your QA program failed to meet certain NRC requirements. A violation was identified in the area of imposing the requirements of 10 CFR Part 21 on sub-tier vendors of heat treating, calibration, material, and laboratory services. Noncon-formances were identified in the areas of training and indoctrination, procurement, and dispositioning nonconforming materials.
The enclosed Notice of Violation is sent to you pursuant to the provisions of Section 206 of the Energy Reorganization Act of 1974. You are required to submit to this office within 30 days from the date of this letter a written !
statement containing:
(1) a description of steps that have been or will be taken to correct these items; (2) a description of steps that have been or will be taken to prevent recurrence; and (3) the dates your corrective actions and preventive measures were or will be completed.
