Dear Sir:
On December 7, 1987, Duke Power Company submitted a steam generator tube rupture analysis for Catawba Units 1 and 2 in accordance with License Conditions 16 and 10 of Facility Operating Licenses NPF-35 and -52, respectively. A proposed amendment to the Technical Specifications, which would add requirements for the steam generator PORV's, was submitted on December 4, 1987, in response to the same license conditions.
Because of the relatively short time frame between receipt of the Staff's SER on WCAP-10698 and the restart of Catawba Unit 1 from its second refueling outage, it was necessary to use tl'e most conservative assumptions in the plant specific tube rupture analysis.
During internal review of the proposed Technical Specification change, it was recognized that there was sufficient margin in the analysis to support less restrictive action statements for the steam generator PORV's.
Therefore, the December 4 and 7, 1987 submittals will be supplemented by March 31, 1988 to revise the SCTR analysis and the Technical Specification change request. This submittal will also include the proposed revision to FSAR Section 15.6.3.
