6 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT N0.132 TO FACILITY OPERATING LICENSE NO. DPR-50 METROPOLITAN EDIS0N COMPANY JERSEY CENTRAL POWER AND LIGHT COMPANY PENNSYLVANIA ELECTRIC COMPANY GPU NUCLEAP, CORPORATION THREE MILE ISLAND NUCLEAR STATION, UNIT NO. 1 DOCKET NO. 50-289 INTRODUCTION By letter dated June 18, 1987, GPU Nuclear Corporation, (GPUN or the licensee) requested amendment to the Technical Specifications (TSs) appended to Facility Operating License No. DPR-50 for the Three Mile Island Nuclear Station, Unit No. 1 (TMI-1). The proposed amendment would change the administrative section of TS to reflect realignment of functional responsibilities for the corporate organization.

EVALUATION GPU Nuclear has revised the corporate structure by deleting the organizational divisions under the Vice President Nuclear Assurance and Vice President Radiological and Environmental Controls and creating organizational divisions under a Vice President Quality and Radiological Controls and Vice President Planning and Nuclear Safety.

The current responsibilities of the Vice President Radiological Controls and Environmental Controls, and Vice President Nuclear Assurance have been transferred to the new position of Vice President Quality and Radiological Controls. The current responsibilities of the Vice President Nuclear Safety Assessment have been transferred to the new position of Vice President Planning and Nuclear Safety; and the current responsibilities of the Director Training and Education have been transferred to the Vice President Administration. These changes are shown in revised Figure 6-1.

We have reviewed these changes and find them acceptable as they have not deleted any functional units that support the operation of TMI-1, and the organization meets the acceptance criteria of Section 13.1.1 of NUREG-0800, the Standard Review Plan.

f ENVIRONMENTAL CONSIDERATION This amendment involves changes which are administrative in nature in that they revise organizational responsibilities and titles in the administrative j

section of the Technical Specifications. Accordingly, this amendment meets 1

the eligibility (criteria for categorical exclusion set forth in

]

10CFR51.22(c)10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the 1

issuance of the amendment.

CONCLUSION We have concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner, and (2) public such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
