ACCEPTANCE FOR REVIEW OF GE HITACHI NUCLEAR ENERGY TOPICAL REPORT, NEDO-11209A, QUALITY ASSURANCE PROGRAM DESCRIPTION (QAPD), REVISION 16 (EPID: L-2020-TOP-0042)

Dear Ms. Catts:

By letter dated July 29, 2020 (Agencywide Documents Access and Management System Accession No. ML20211L779), GE Hitachi Nuclear Energy (GEH) submitted to the U.S.

Nuclear Regulatory Commission (NRC) topical report (TR) NEDO-11209A, "Quality Assurance program Description (QAPD)," Revision 16 for review and approval.

The NRC performed an acceptance review and found that the material presented is sufficient to begin our review.Along with this acceptance letter the NRC staff requests for additional information (RAIs) will be transmitted to GEH via BOX by September 16, 2020.

The NRC is planning to issue a draft safety evaluation (SE) by November 20, 2020 and final SE by December 18, 2020, and the proposed schedule assumes a quick turnaround in regards to GEHs response to the RAIs and draft SE. This schedule takes into consideration the NRCs current review priorities and available technical resources and may be subject to change. If modifications to these dates are deemed necessary, we will provide appropriate updates to this information.

The NRC staff estimates that the review will require approximately 260 staff hours including project management time. The review schedule milestones and estimated review costs were communicated via email dated August 13, 2020 between Mark Gerdes and the NRC staff.

Section 170.21 of Title 10 of the CFR requires that TRs are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, NRC staff hours will be billed accordingly.
