Peach Bottom Atomic Power Station, Units 2 and 3 Request for Approval to Change the Quality Assurance Program Description Regarding Nuclear Review Board Meeting Frequency

Dear Sir:

This letter is submitted in accordance with 10CFR50.54(a)(3) which requires prior NRC approval for any change which reduces the commitments in a previously accepted Quality Assurance Program Description (QAPD). PECO Energy Company (PECO Energy)is proposing to change the meeting frequency of the Nuclear Review Board (NRB) from at least once per quarter to at least once per six months. This change constitutes a reduction in commitment to the QAPD included in Section 17.2 of Appendix 0 of the Peach Bottom Atomic Power Station (PBAPS)

Updated Final Safety Analysis Report. This reduction in commitment does not reduce the PECO Energy comm'tment to quality or compliance with 10CFR$0, Appendix B.

PBAPS remains committed to ANSI N10.71972,' Administrative Controls for Nuclear Power Plants.' ANSI N1-).71972 specifies during the period of initial operation that NRB meetings should be held no less frequently than once per calendar quarter. As a plant reaches operational maturity, ANSI N13.7 1972 specifies that NRB meetings should not be less than twice a year.

PBAPS has reacted operational mator,ty. An N"') meeting frequency of at least once per six months will satisfy the meeting frequency con.h;;..nent in ANSI N18.71972. This frequency is adequate to permit the NRB to continue to fulfillits independent review and audit function. This change will also allow the NRB to achieve commonality between PBAPS and Limerick Generating Station regarding meeting frequency, in conclusion, while considered a reduction in commitment in the QAPD, this change will not reduce the effectiveness of the quality assurance program.
