SUBJECT: NRC INSPECTION REPORT 50-285/98-01
Dear Mr. Gambhir:
An NRC inspection was conducted January 20-23,1998, at your Fort Calhoun Station reactor
facility. Additional inspection and document review was conducted January 26 through March 6,
1998, in the NRC Region IV office. The overall conclusions of this inspection were discussed
with you during a final exit meeting conducted by telephone on March 10,1998. The enclosed
report presents the scope and results of that inspection.
The purpose of this inspection was to review your corrective actions for previously identified

items in the engineering and fire protection areas. No violations of NRC requirements were
'
identified.
During our review of your actions in response to Enforcement Action EA 97-251, documented in
NRC Inspection Report 50-285/97-06, we noted that your fire protection alternative safe
shutdown analysis allowed a 10-minute period for the performance of manual actions to prevent
hot short spurious operation of components required to achieve and maintain hot shutdown
conditions. While we noted that you based this 10-minute period on the results of cable fire
tests, our review identified that these tests did not adequately support this 10-minute period.
Therefore, we considered that the potential existed that circuit and valve damage could occur in
less than this 10-minute period after the initiation of a fire. We also found that you understood
that the 10-minute period was acceptable to the NRC based upon our acceptance of your
design and methodology for alternative safe shutdown in Safety Evaluation Reports dated
April 8 and August 12,1982, and on the results of the NRC Appendix R implementation
inspection conducted in 1983.
Based on our finding regarding the 10-minute period, you proposed modifications that will
eliminate the need for manual action, and implemented interim compensatory actions to reduce
the safety risk of a fire. You documented these completed and planned actions in a
February 18,1998, submittal. We have reviewed this submittal and find the actions documented
in the submittal to be acceptable. We understand that you will complete the identified

modifications by the end of the 1999 refueling outage and will maintain an hourly fire watch
l
patrol of the cable spreading room when the unit is operating above cold shutdown conditions
until the modifications are complete. If our understanding is incorrect or if you decide to change
these plans or schedule, please notify us promptly.
