CHANNELS FOR LASALLE COUNTY STATION, UNITS 1 AND 2 (TAC NOS.

Dear Mr. Kingsley:
h By letter dated November 26,1997, as supplemented on February 20 and April 7,1998, Commonwealth Edison Company (Comed, the licensee) submitted for staff review its justifk:ation for performing containment integrated leak rate tests (ILRT) with the leak chase channel plugs -
installed. The NRC staff has reviewed Comed's proposal and found it reasonable. Therefore,
= the NRC staff accepts Comed's request to leave the leak chase channels plugged during the performance of the containment ILRT, with the exception of 18 specific leak chase channels in the pressure suppression pool of each unit that could not be demonstrated to maintain their integrity during a postulated design basis accident. Plugs in these 18 leak chase channels are to
' be permanently removed and an initial local leak rate test will be performed on each channel to demonstrate the integrity of the underlying containment liner weld. For Unit 1, this has been completed. For Unit 2, this will be done prior to startup from the current refuel outage, L2RO7.
For the leak chase channels that will remain plugged, Comed should perform a visual inspection of the outside and inside surfaces of the containment, the venting plugs, and the leak chase channels before performing Type A containment ILRT to insure the structuralintegrity of the j-containment liner system and the concrete. Our safety evaluation is enclosed.
