RESOLUTION OF BULLETIN 88-08, " THERMAL STRESSES IN PIPING CONNECTED TO REACTOR COOLANT SYSTEMS," SOUTH TEXAS PROJECT, UNITS 1 AND 2 (STP)(TAC NOS. M93822 AND M93823)

Dear Mr. Cottle:

On March 3,1998, the Nuclear Regulatory Commission (NRC) staff met with representatives of STP Nuclear Operating Company (STPNOC) and Westinghouse @ to allow STPNOC and W the opportunity to provide additional information on the long-term resolution of Bulletin 88-08 for STP. STPNOC provided specific information on the configurations of the relevant piping systems and W provided additional information regarding the application of the thermal stratification, cycling and striping (TASCS) methodology to these systems.

9nclosed is the staff's Safety Evaluation (SE) that incorporates the additional information provided at the meeting. The staff has evaluated the information and has found it acceptable for application to the normal and altemate charging and auxiliary spray lines at STP only. Based on this SE, the staff has concluded that monitoring for leakage in the normal and altemate charging and auxiliary spray lines at STP is not required, j

A related issue is the resolution of Bulletin 88-08, Supplement 3, with regard to the residual heat

removallines at STP. STPNOC and W also presented the application of the TASCS

/

methodology to these lines. The staff found a certain inconsistency in the application, which is unresolved. However, W had previously performed an evaluation of these lines in WCAP-12108. -

The evaluation showed that these lines were not susceptible to the phenomena in Supplement 3.

The staff has reviewed WCAP-12108 and considers this issue resolved as discussed in the SE.
