(a) Safety Evaluation on Joint Owners' Group Program on Periodic Verification ofMotor-Operated Valves Described in Topical Report NEDC-32719 (Revision 2), dated 10/30/97 (b) Generic Letter 96-05, " Periodic Verification of Design-Basis Capability of Safety-Related hiotor-Operated Valves", dated 9/18/96 GPU Nuclear's letter to the NRC, dated h1 arch 17,1997 (6730-97-2084), identified that OCNGS intended to follow the periodic verification program for hiotor-Operated Valves (h10V) as outlined in Topical Report NEDC-32719. This Topical Report documented OCNGS' response to Generic Letter 96-05. On October 30,1997, the Nuclear Regulatory Commission issued the referenced Safety Evaluation (SE), which within the conditions and limitations described in the SE, stated that the Staff considers the Joint Owners' Group (JOG) Program on h10V Periodic Verification an acceptable industry-wide response to Generic Letter (GL) 96-05. The JOG had agreed that after the issuance of f

the SE, requests would be made for participating utilities to notify the NRC of their plans to implement g

the JOG program described in Revision 2 of the topical report which was the subject of the SE (i.e.,

NEDC-32719) and that any deviations from the JOG program would bejustified.

",,Page 2 By this letter, OCNGS is providing the requested SE response. OCNGS plans to continue participatingin the JOG MOV-Periodic Verification Program as a member of the Boiling Water Reactor Owners' Group and plans to implement the program elements described in Topical Report NEDC-32719, Revision 2. No deviations from the JOG program have been currently identified.

The schedule outlined in GPU Nuclearletter to the NRC dated March 17,1997 continues to be applicable.
