SUBJECT: NRC INSPECTION REPORT 50-313/98-12; 50-368/98-12 AND NOTICE OF
VIOLATION
Dear Mr. Hutchinson:
'An NRC inspection of inservice inspection program activities and steam generator previous
inspection findings was conducted from March 2-6,1998, at your Arkansas Nuclear One, Units 1
and 2 reactor facilities, with an exit meeting conducted at the conclusion of the onsite inspection.
The inspection was continued by inoffice review, with a final telephonic exit meeting conducted
on March 11,' 1998. The enclosed report presents the scope and results of that inspection.
The results of the inspection of Unit 2 steam generator tube examination activities indicate that
you have continued to satisfactorily implement the eddy current program enhancements that

were first utilized during Refueling Outage 2R12. Two violations were identified, however,
pertaining to the failure to provide correct phase rotation settings for analysis of plus point probe
eddy current data, and a change being made to the guidance contained in an engineering
standard without either use of a standard change notice form or revision of the engineering
standard. These issues are of concem since we believe that they are an indicator of areas
remaining where oversight of eddy' current contractor performance is not fully effective.
These violations are cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violations are described in detail in the enclosed report. Please note that you
are required to respond to this letter and should follow the instructions specifMxf in the enclosed
Notice when preparing your response. The NRC will use your response, in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
