COMMISSIONER McGAFFIGAN'S COMMENTS ON SECY-97-134 I agree with the staff's proposal to implement Alternative 3 and to request Executive Branch review of the new supplemental clarification to the non commercial clause in the CAMP agreements, if the Commission as a whole ende.rses Alternative 3, the staff should also notify current CAMP members that the Commission has clarified the use of these codes for non-commercial purposes, given that the current CAMP agreements expire on August 31,1997.
In approving Alternative 3,I believe th t the benefits of sustaining the current CAMP membership as described by the staff in this paper outweigh the potential economic disadvantage to domestic companies competing in the non U.S. market for commercial applications of these codes.
I also agree with Commissioner Diaz that in the longer term the staff should explore with the Executive Branch the pros and cons of Altemative 1. I would note that it is increasingly difficult to distinguish between " domestic" and " foreign" firms in the nuclear equipment and services industry as mergers and acquisitions continue.
