- This letter is to notify the NRC that Southern California Edison (Edison) has performed, prior.to startup from,the Unit 3 Cycle 9 refueling outage, the -
actions requested in NRC Generic Letter (GL) 96-01 for San Onofre Unit 3 as stated _in the April 18, 1996 Edison-letter to the NRCL (Reference 2). The Unit 3 surveillance test procedures have been reviewed and modified, as necessary, to ensure that the requirements of the Unit 3 Amendment No.J116 approved Technical Specifications (TS) are fulfilled.
Initial surveillance testing has been completed on Unit 3' to satisfy the recommendations of GL 96-01'.
Initial surveillance testing has been completed on Unit 2, through the use of
-interim' procedures, to satisfy the recommendations of-GL 96-01. As stated in Reference 2,,the review and modification of surveillance test procedures, as necessary, for ongoing surveillance testing to comply with the Unit 2 Amendment No.127 TS will be completed for Unit 2 prior to startup from the Unit 2 Cycle 10. refueling outage. The Unit 2 Cycle 10 refueling outage is currently scheduled to start in December 1998.

t pocument Control Oesk The review of plant surveillance test procedures included a comparison to electrical schematic drawings and logic diagrams, as needed, for the reactor protection system, emergency diesel generator (EDG) load shedding and sequencing, and actuation logic for engineered safety features (ESF) systems.
Since San Onofre Units 2 and 3 have the same TS, surveillance procedures, and logic for the GL 96-01 affected systems, the following review methodology was used:
- 1. The affected systems and procedures for Unit 2 were reviewed.
Unit 3 documents were aviewed to verify that the logic was identical to Unit 2.
- 2. Where dual train redundancy occurs, one train (A) was reviewed.
The redundant train (B) documents were reviewed to verify that the logic was identical to the Train A.
- 3. " Third-of-a-kind" (or " swing") pump and valve logic wes reviewed for Unit 2.
- 4. All channels of reactor protective system and ESF actuation logic for both Unit 2 and Unit 3 were reviewed.
This review encompassed parallel logic, interlocks, bypasses, inhibit circuits, relay contacts, control switches, and any other relevant electrical components to ensure that TS mandated safety functions are adequately covered in surveillance procedures.
