SUBJECT: HOPE CREEK EXAMINATION REPORT 50-354/98-03(OL)

Dear Mr. Keiser: '

During the period of February 23,1998 through March 4,1998, the NRC administered ]

initial exams to eleven employees of your company who had applied for licenses to operate

the Hope Creek Generating Station. We also conducted reviews of related information

from March 4 through March 12,1998. At the conclusion of the onsite operating portion

of the examination, the preliminary findings were discussed with Mr. McMahon and

members of your staff.

The results of the exam are still under review and will be finalized at a later date. We may

issue a revised report when the final results are available.  !

Your staff developed the initial exams and submitted the exams to NRC for approval.

However, we concluded that your submittal was inadequate to discriminate between safe

and unsafe operators. After postponement of the exam for two weeks and significant

interaction between the NRC staff and your staff, an exam of sufficient adequacy was

developed and subsequently administered to the eleven applicants. In this regard, we

would like to meet with you for your perspective and underlying causes along with

corrective actions.

Based on review of information during this exam, the NRC staff had determined that the

required five significant control manipulations were not acceptable for certain applicants

and the manipulations had to be redone before administration of the examination. We l

would like to meet with you on this problem also. j

We will contact you shortly for a meeting in Region I on these issues.
