SUBJECT: NRC INSPECTION REPORT 50-382/9717 AND NOTICE OF VIOLATION -
Dear Mr. Dugger:
An NRC inspection was conducted September 29 through October 3,1997, at your
Waterford Steam Electric Station, Unit 3, reactor facility. The enclosed report presents the
scope and results of that inspection,
During the inspection, a violation of regulatory requirements was identified. After
completion of training on a recent plant modification, your staff did not adequately modify

'important procedures to provide written guidance to the operators to ensure critical safety
' functions in the emergency operating procedures would be verified accurately. -
Additionally, the NRC observed weaknesses in another procedure that challenged operator
performance.
The violation is cited in the enclosed Notice of Violation (Notice) and the circurnstances
s: -
surrounding this violation are described in detail in the enclosed report. Please note that
you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your respcno, in part, to
determine whether further enforcement action is necessary to ensure compliance with
,,
regulatory requirements,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosure, and your response will be pieced in the NRC Public Document Room (PDR). To
the extent possible, your response should not include any personal privacy, proprietary, or
safeguards !aformation so that it'can be placed in the PDR without redaction.
