SUBJECT:

REQUEST FOR COMMENTS ON SAFETY GUIDE ON DECOMMISSIONING OF NUCLEAR POWER AND LARGE RESEARCH REACTORS AND SAFETY GUIDE ON DECOMMISSIONING OF MEDICAL, INDUSTRIAL AND RESEARCH FACILITIES The Intemational Atomic Energy Agency (IAEA) has asked the appropriate U.S. govemment agencies, including the NRC, through the U.S. Mission in Vienna, to review the attached two safety guides entitled, " Safety Guide on Decommissioning of Nuclear Power and Large Research Reactors" and " Safety Guide on Decommissioning of Medical, Industrial and Research Facilities," respectively. These safety guides have been prepared within the Radioactive Waste Safety Standards (RADWASS) program. They were developed and i

reviewed through consultants' meetings, technical meetings and by the IAEA's Waste Safety Standards Advisory Committee (WASSAC). The IAEA has requested that U.S. govemment comments be provided to them by March 31,1998.

The Office of Intemational Progranis would be pleased to forward to the IAEA any NRC comments on these draft documents. Comments should be submitted in the usual format

'(paragraph number and line, proposed wording change, reason for the change) and sent to Jodi Lieberman (JBL1) via e-mail by March 25,1998.-

The Secretariat of the Intemational Atomic Energy Agency presents its compliments to the Ministries of Foreign Affairs of Member States of the Agency and has the honour to request that they draw the attention of the appropriate Governmental authorities to review the following draft Safety Standards documents.

(1) Safey Guide on Decommissioning ofNuclear Power and Large Research Reactors (2) Safety Guide on Decommissioning ofMedical. IndustrialandResearch Facilities These documents were prepared within the Radioactive Waste Safety Standards (RADWASS) programme. They were developed and reviewed through consultants' meetings, technical committee meetings and by the Agency's Waste Safety Standards Advisory Committee (WASSAC).

At the meeting of WASSAC held in December 1997, the two documents were approved for circulation to Member States for comment. At the same time the comments of the members of the Nuclear Safety Standards Advisory Committee (NUSSAC) are being sought (for (1) only).

Comments on the two documents should be received by the Secretariat by 31 March 1998.

The Secretariat of the Agency will review the comments received and incorporate them, as appropriate. It is planned that the revised documents will be reviewed again at the next WASSAC (May 1998) and NUSSAC (April 1998) meetings with a view to approving the documents for transmission to the Advisory Commission on Safety Standards (ACSS) for final approval for publication.

The responsible IAEA officers for these reports are Mr. R. Bosser(l) and Mr. R. Rastogi (2) of the Division of Radiation and Waste Safety. Rey may be contacted for further information on particular aspects.

The Secretariat of the International Atomic Energy Agency avails itself of this opportunity to renew to the Ministries of Foreign Affairs the assurances ofits highest consideration.
