Dear Mr. Chainnan:
The U.S. Nuclear Regulatory Comission (NRC) is proposing to revise the Privac NRC." y Act System of Records notice for NRC-21. Payroll Accounting Records--
The revisions will enable NRC to comply with certain provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) that require all Federal agencies to begin transmitting "new hire" and " quarterly wage" information to the National Directory of New Hires (NDNH) on October 1. 1997, and January 31, 1998. respectively. The Office of Child Supart Enforcement. Department of Health and Human Services is providing tec1nical assistance to all agencies in meeting the NDNH rquirements. The proposed revisions to NRC-21 will (1) add three new routine uses that will permit NRC to make the disclosures required by the PRWORA. (2) add one new routine use that will enable NRC to make disclosures to the National Archives and Records Administration and the General Services Administration for required records management inspections, and (3) update other sections of the system notice, in accordance with the guidance in revised Office of Management and Budget
'OMB) Circular No. A-130 copies of the proposed system of records notice for NRC-21 and the narrative statement are enclosed. Copies of these documents have also been sent to the Comittee on Governmental Affairs of the U.S.
Senate and to DMB for a 30-day review and coment period.
