Dear Mr. Mellor:

In response to your two applications both dated May 30,1997, identified as CY-97-006 and CY-97-024, the Commission has issued the enclosed Amendment No.192 to Facility Operating License No. DPR-61, issued to the Connecticut Yankee Atomic Power Company {

for the Haddam Neck Plant. CY-97-006 dealt only with changes to Section 6.0, Administrative Controls of the Technical Specifications (TS), namely replacing licensed operators with Certified Fuel Handlers (CFH). In CY-97-024, a complete revision to the TS, 1 and certain operating license conditions is proposed; however, only those changes {

pertaining to Section 6.0 of the TS are amended herein. As some of the same pages in i Section 6.0 are affected by both of these requests, it was expedient to handle all Section {

6.0 changes in a single amendment. The remainder of the changes proposed in CY-97-024 i will be processed in a future license amendment.

This amendment changes the Administrative Controls, Section 6.0 of the TS, to reflect the l permanent shutdown and defueled status of the plant. {

The enclosed Safety Evaluation concludes that the Certified Fuel Handler training program, and the proposed changes to TS are acceptable. Notice of issuance will be included in the Commission's biweekly Federal Register notice. j Sincerely,
