Dear Mr. Liu:

1 By letter dated October 15,1997, as supplemented on December 5,1997, you submitted a.

request for relief from the requirements of the applicable ASME Code,Section XI, for the third 10-year inservice inspection interval for the Duane Amold Energy Center (DAEC). Specifically, you requested relief from performing one out of the two radiographic inspections required by the staff following a non-code weld repair of a casting shrinkage in the "D" main steam isolation valve (MSIV).

4 The staff has reviewed and evaluated your request as documented in the enclosed safety evaluation. The staff has determined that compliance with the code will result in hardship or unusual difficulty without a compensating increase in the level of quality and safety. Your proposed attemative, to perform one more radiographic inspection of the non-code repair area on the "D" MSIV when the valve is disassembled for other reasons, will provide reasonable assurance of structuralintegrity. Accordingly, the altemative is authorized pursuant to 10 CFR 50.55a(a)(3)(ii).
