12R-22. WOLF CRf.EK GENERATING STATION (TAC NO. M98507)
Dear Mr. Maynard:
By letter dated April 24, 1997 Wolf Creek Nuclear Operating Corporation (the licensee) submitted Relief Request 12R-22 for use of the 1995 Addenda of the ASME Code.Section XI. paragraph IWA 5244. " Buried Components." for performing pressure tests of buried pipe at the Wolf Creek Generating Station.
Additional information was supplied by letter dated June 24. 1997.
By letter dated September 9, 1997. Relief Request 12R 22 was revised and resubmitted.
The revised submittal requested approval of an alternative to the 1989 Edition of the ASME Code.Section XI, paragraph IWA 5244, " Buried Components."
pursuant to 10 CFR 50.55a(a)(3)(1) for the second ten year inspection interval of Wolf Creek Unit 1. for buried piping in the essential servim water system.
The staff has reviewed the licensee's application and concludes that the l_icensee's proposed alternative (verification of the structural integrity of the buried essential service water piping by measuring the mass going into the isolated system and relating this to the rate of pressure loss after the system it pressurized) is authorized pursuant to 10 CFR 50.55a(a)(3)(1) in that 'it provides an acceptable level of quality and safety.
The staff's evaluation-and conclusion are contained in the enclosed safety evaluation.
