Dear Mr. Hunger:
By letter dated September 4, 1997, as supplemented by letter dated September 22, 1997, PECO requested NRC approval of Unit 3 RPV alternative reactor vessel weld examinations pursuant to the provisions of 10 CFR 50.55a(g)(6)(ii) with information(A)(5) for the next two operating cycles.
This is consistent contained in Information Notice (IN) 97-63, " Status of NRC Staff Review of BWRVIP-05."
You have proposed examin:ng reactor vessel longitudinal shell welds to the maximum extent practical from the inner diameter, within the constraints of vessel internal restrictions. The extent of weld examination coverage anticipated for the longitudinal shell welds is identified on Table 1 of Reference 1, as approved in the Reference 2 letter.
Your current examination
. plan is designed to provide longitudinal weld coverage, however, you indicated that incidental coverage will result in an estimated portion of 2-3 percent of the intersecting horizontal weld.
You proposed these inspections as an alternative to the augmented examinations specified in 10 CFR 50.55a(g)(6)(ii)(A)(2) for circumferential welds, and as an alternative to the inservice inspection requirements for circumferential welds specified it, the American Society of Mechanical Engineers (ASME) Code,Section XI, 1980 Edition with Winter 1981 Addenda.
Further, you have described operator training, and have established procedures that should reduce the probability of ccid over-pressure transients during the next two operating periods.
Therefore, we conclude that PECO can operate Unit 3 during the next two operating periods with an acceptable level of quality and safety, and can delay Unit 3 RPV circumferential weld inspection for two operating periods.
Therefore, the proposed alternative is authorized pursuant to gg g
10 CFK 50.55a(a)(3)(i).
