REVISION TO THE OPERATIONAL QUALITY ASSURANCE PROGRAM FOR THE WOLF CREEK GENERATING STATION (TAC NO. M99631)

Dear Mr. Maynard:

l By letter dated September 12,1997, Wolf Creek Nuclear Operating Corporation (WCNOC) submitted a proposed change to the Operational Quality Assurance Program (OQAP) description for the Wolf Creek Generating Station in accordance with the requirements of 10 CFR 50.54(a)(3). The change, which was characterized as a reduction in commitment, involves retention of the use of the existing Qualified Reviewer (OR) Program to perform the review of administrative procedures, and deletion of the redundant Quality Evaluation in-line review of the i

. procedures. WCNOC indicated that the rev ew of administrative procedures was performed in duplicate, which WCNOC found to be unnet essary. In WCNOC's supplemental submittal dated January 27,1998, a list of the administrativr; procedures to be reviewed by the QR was provided.

Based on the staffs review of the proposed OQAP change as described in the enclosed safety evaluation, continued, sole use, of the Qualified Reviewer Program to review administrative procedures and changes thereto is determined to be acceptable. Oversight of the procedures by the Performance improvement and Assessment organization on a sampling review basis will also be conducted. To clarify the relationships of the various functional groups in the quality assurance organization, WCNOC's January 27,1998, submittal also provided a chart of the quality assurance organization to be included in Chapter 13 of the Updated Safety Analysis Report (USAR). This chart should also be appropriately referenced in Section 17.2.1 of the USAR.
