NRC DAVIS-BESSE EMERGENCY PREPAREDNESS EXERCISE INSPECTION-
REPORT 50-346/9'iOO7(DRS)

Dear Mr. Wood:
On June 27,1997, the NRC completed an inspection of the Davis Besse Nuclear Power
Station. The inspector evaluated the performance of the emergency response organization
during the June 4,1997 biennial exercise. The onsite effort was supplemented by inoffice
review. The overall results of the NRC's evaluation were communicated to your staff by
phone on June 27,1997. The enclosed report gesents the results of that inspection.

This inspection disclosed that your emergency response organization's overall performance
was sound. Simulated events were accurately diagnosed, proper mitigation actions were
performed, emergency declarations were timely and accurate, and offsite agencies were
notified in a timely manner. Severalinstances of poor radiological control practices were
,
identified in the operations support center regarding facility habitability and contamination
control. Additionally, several examples of inadequate radiological control data simulation
were observed and included providing data to an exercise participant without the
demonstration of the equipment used. No exercise weaknesses, safety concerns, or
violations of NRC requirements were observed. No response to this letter is necessary.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and the enclosure will be placed in the NRC Public Document Room (PDR).-
