Public Meeting Summary I
NRC Oversight Panel for LaSalle County Station April 8.1998, Manaaement Meetina Summary:
The licensee provided the NRC Oversight Panel with a handout (Enclosure 2) and discussed the information contained in the handout during the meeting. The meeting began with a discussion of the Integrated Station Schedule implemented on March 16,1998. Discussion of the restart process and the continuous assessment of performance occupied the remainder of the meeting.
In particular, the licensee discussed the status of restart action strategies in the areas of operations, corrective actions, training, and procedures. During the licensee's presentation, the licensee addressed NRC questions and comments.
The licensee indicated the following with regards to the effectiveness of improvement actions and current plant performance:
i Implementation of the Integrated Schedule was having a positive effect. The work items to complete prior to restart were fully resource loaded. Emergent work was being handled by the fix-it-now (FIN) team and additional personnel had been qualified to augment the maintenance teams. Establishment of an Outage Execution Center had removed the burden from operations personnel to implemen' the outage schedule. The licensee concluded that schedule adherence was improving for the physical in-plant work, but that the " soft side" work such as documentation completion was still a struggle.
The Ucensee discussed their current non-outage corrective work request backlog, much of which they would likely complete after plant restart. This backlog was approximately 1100 items per unit at the time of the meeting. The licensee indicated that this number had been steadily decreasing. The licensee characterized these items as minor with no safety significance and indicated that they felt the best time to fix them would be with the plant on-line. The licensee similarly characterized work arounds and temporary alterations that would still be in place when the plant restarts. The licensee stated their goal was to restart the plant with few challenges and to achieve a long operating run.
The licensee indicated that the character of configuration control problems had changed l
from in-plant errors to process problems. Discrepancies between plant locked valve checklists and the electronic work control system were given as an example. The licensee indicated that operator performance had improved as exemplified by a decrease in operations event-free clock resets. However, the licensee later described an increase in station event-free clock resets which the licensee attributed mainly to new individuals brought on-site who could not meet the licensee's expectations. The licensee indicated l
that they were taking actions to address this problem.
The licensee anticipated that Unit 1 would be ready for restart in August 1998.

During the discussion, the NRC staff communicated the following considerations:
The NRC staff discussed recent inspection results concerning the licensee's planned deferral of plant material condition deficiencies until after restart. Specifically, the NRC staff noted that, despite what will be a nearly two year extended outage, the licensee has categorized a considerable quantity of plant work as non-outage and plans to complete these activities after restart. Inspectors had reviewed many of the deferred items which are contained in the non-outage corrective maintenance work request backlog, such as the repair of minor isolation valves which would not completely isolate flow. On an individual basis, the inspectors did not find any of the deficiencies to be safety significant.
In fact, the inspectors found the licensee's categorization of individual items included in the extended outage scope to be conservative.
However, the potential adverse impact of a large amount of plant deficiencies on a relatively trouble-free startup and long operating run, which was the licensee's current goal, was of concem. The licensee intended to address the deferred items through a routine non-outage planning process. However, the licensee had not yet generated specific plans including how long it would take to complete these items or explained how these items will be worked off at the same time the licensee is addressing any unplanned i
emergent work. The licensee indicated that they would better characterize this backlog and concentrate on demonstrating what is ready for restart during future meetings.
The NRC staff noted that although the licensee has completed Rettart Plan actions regarding personnel performance, the licensee stiu needs to maintain focus in this area to ensure the improvement momentum is maintained. The NRC staff questioned whethei there would be any formal demonstration of readiness to restart with regard to personnel l
i performance. The licensee indicated that although they did not plan to implement a formal demonstration program similar to what Zion Station implemented, they would use critical activities and milestones occurring in the time prior to restart to assess the readiness of the station to resume operations.
The NRC staff indicated that the licensee should inform the NRC staff of findings by the

Quality and Safety Assessment group to provide a comfort level that this group is effective and is helping the station.
