ALTERNATE REQUAllFICATION PROGRAM FOR DETAILED SENIOR REACTOR OPERATOR
Dear Mr. McGaha:
This is in response to your letter dated March 24,1998, RBG-44345/RBF1-97-0479, conceming suspension of participation in the requalification program of Mr. Norman T. Brumfield, NRC License No. SOP-43621, Docket No. 55-40492.
It is our understanding that Mr. Brumfield will not participate in the River Bend Station Licensed Operator Requalification' Program due to his involvement with the Institute of Nuclear Power Operations (INPO).
It is also our understariding that Mr. Brumfield will be enrolled in an Accelerated Requalification Program, [ considered additional training in accordance with 10 CFR 55.59(b)] as described in j
your letter, will be required to pass a comprehensive requalification examination, and will meet the requirements of 10 CFR 55.53(f) (1and 2),10 CFR 55.21,10 CFR 55.23, and 10 CFR 26 prior to retuming to licensed duties, i
We require that, before Mr. Brumfield retums to licensed duties, you certify, in writing, to the Region IV office that Mr. Brumfield has successfully completed the Accelerated River Bend Station Licensed Operator Requalification Program requirements in accordance with 10 CFR 55.59(b). Your certification to allow retuming Mr. Brumfield to license duties should be completed and communicated to Region IV prior to Mr. Brumfield's license expiration date. If this is not completed prior to the expiration date of his license, we plan to notify Mr. Brumfield and you that his license has expired.
Please be advised that since Mr. Brumfield will not participate in the River Bend Station Requalification Program, Mrl Brumfield shall not direct activities of licensed operators and shall not manipulate the controls of the River Bend Station during this period of involvement with INPO. His license has been amended accordingly.

- Finally, because Mr. Brumfield's license is scheduled to expire during this period, we will require I
certification of his retum to functional status in time to submit timely application for renewal or his license will expire.
