We have received your application to amend Certificate of Compliance GDP-1 transmitted by letter dated June 26,1997. The amendment request is to revise Compliance Plan issue t
38 concerning the High-Volume Ambient Air Samplers. Your request has been assigned TAC No. L32036. Please reference this number in any future correspondence associated with this request.
After reviewing your submittal, the staff has determined that it is not necessary to amend the Certificate of Compliance to reflect the proposed revision to the Compliance Plan.
Compliance Plan issue 38 required USEC to compare the effective dose equivalent (EDE) calculated for the 1996 NESHAP report and the EDE calculated using the 1996 data from the high-volume ambient air samplers. The NESHAP EDE is calculated using a computer model that utilizes the emission data and meteorological data, instead of comparing the EDES, USEC compared the estimated concentrations of radionuclides at the ambient air sampling locations calculated using the 1996 release data ar:d the concentration measured by the high-volume ambient air samplers in 1996. The staff considers that this approach is equivalent to and meets the goal of the Compaance Plan issue. Therefore, the staff sees no benefit in amending the Certificate of Compliance to revise the Compliance Plan and suggests that USEC withdraw this amendment request. By letter dated June 30,1996, USEC submitted a report that compared the estimated concentrations to the measured concentrations. With your June 30,1997, submittal of these results, Compliance Plan issue 38 is considered closed. The comparison results will be evaluated as part of a future inspection. Please forward a copy of the 1996 NESHAP report.
