l Ladies and Gentlemen:

l By letter numbers LCV-1111, and LCV-1111-A, dated January 22 and March I8,1998, respectfully, Southern Nuclear Operating Company (SNC) proposed to amend the Vogtle Electric Generating Plant (VEGP) Unit I and Unit 2 Technical Specifications, Appendix A to Operating Licenses NPF-68 and NPF-81. The proposed tunendment would revise Limiting Condition for Operation (LCO) 3.8.1, AC Sources - Operating, to allow an emergency diesel generator (EDG) to be out of service for up to 14 days.

With submittal of this letter, SNC commits to implemer.t a procedure that will prohibit entry into an extended EDG allowed outage time (14 days), for scheduled maintenance purposes if severe weather conditions are expected, as described in SNC's application dated January 22,1998, and as supplemented by letter dated March I R,1998. Southern Nuclear Operating Company further recommends that this become a license cordition listed in Appendix D of Facility Operating License Nos. NPF-68 and -81, and commits to having approved plant procedures necessary to implement the above commitment in effect prior to implementation of the amendment. l i
