REQUEST FOR ADDITIONAL INFORMATION (RAI) REGARDING EXTENDED ALLOWED OUTAGE TIMES FOR THE EMERGENCY DIESEL GENERATORS - V0GTLE ELECTRIC GENERATING PLdT - UNITS 1 AND 2 (TAC NOS. M96769 AND M96770)

Dear Mr. McCoy:

By letter dated September 13, 1996, Georgia Power Ccmpany (GPC) reapplied for license amendments consisting of changes to the Technical Specifications (TSs) that would extend the allowed outage time (A0T) for the emergency diesel generators (EDGs) for up to 14 days from the current limit of 3 days. In order to complete its review of your application, the staff requires the following additional information.

1. Please provide a markup of all TS sections issued on September 25, 1996, that will be affected by your application for the 14-day A0T. The staff recognizes that you may have provided most or all of this information during the review of your application for full conversion to the improved TSs. However, since new TSs have been issued, yot r markup of those new TSs is requested to ensure there is no confusion regarding your A0T request.
2. Beginning with the Station Blackout induced Core Damage Frequency ,

(SB0/CDF) reported in the Vogtle Individual Plant Examination (IPE), l identify and quantify SB0/CDF reduction (credit) taken in the revised Probabilistic Risk Assessment (PRA) for the following:

Plant Wilson availability (alternate AC source)

EDG X- Tie capability l Deletion cf 7/15-11/15 hurricane season (in relation to the assu m loss of offsite power frequency)

Provide a revised SB0/CDF estimate based on the above. Describe and quantify any other credit taken in addition to the three items listed Up above. Provide this as your secand revised SB0/CDF estimate. (Note:

please do not include the 14-day EDG-A0T in this revised baseline )

estimate.) Include in your estimate a 14-day A0T for each of the EDGs and quantify the increase in SB0/CDF. Report this as your final SB0/CDF estimate.

involving SB0 before and after you met the SB0 Rule (10 CFR 50.63)

specification. Explain how the EDG preventive maintenance and subsequent on-line operability testing is treated in the CDF calculations.

Provide the EDG reliability and availability values used in the PRA analysis to calculate the SB0 CDF values. Discuss these values in relationship to any goals associated with the implementation of the l maintenance rule and in comparison to actual past performance of the Vogtle EDGs. Also, compare the values used in the PRA analysis to the

target values committed to for SBO. '

! 3. Provide a copy of your approved Configutation Risk Management Program l (CRMP) and explain how it will be maintained and referenced in the '

l administrative control section of the Vogtle TS. Please ensure that

! your submittal includes the following with respect to your CRMP:

L l Describe how PRA insights are (or will be) used in the decision making process, specifically with respect to planning and controlling maintenance activities involving the EDGs. Also, describe training requirements for personnel that will use or report PRA results to upper l management.

Discuss how configuration risk estimates for equipment configurations not modeled in PRA were addressed. Also discuss the software presently used or planned to be ured to generate PRA insights, and how it will be l maintained.

l Discuss the extent to which numerical criteria are used to proceed with a 14-day EDG A0T. Include any incremental Conditional Core Damage Probability estimates, or core damage frequency estimates used as decision criteria. Describe how uncertainties will be addressed in the decision making process, and the role these quantitative insights will play in the management approval process, t
