RELIEF REQUEST FOR APPROVAL FOR THE USE OF ALTERNATE EXAMINATION REQUIREMENTS FOR THE CALLAWAY PLANT INSERVICE INSPECTION PROGRAM (TAC NO. MA0312)

Dear Mr. Randolph:

i By letter dated December 19,1997, the Union Electric Company (UE) submitted a request for 4

' approval of Alternate Examination ISI-12 in accordance with 10 CFR 50.55a(a)(3) for the 1989 Edition of ASME Section IX; IWA-5242 (a) for Class 1 bolted connections inside the bioshield '

C for Callaway Refueling Outage 9. Your submittal provided an explanation of the hardship and

. unusual difficulty due to unnecessary man-rem exposure that would be incurred by removing L insulation inside the bioshield on systems borated for the purpose of controlling reactivity.

You have Indicated that the reactor hoolant system activity'during the Refueling Outage 9 is

' expected to be higher than normal due to the axial offset anomaly and defective fuel pins in the reactor core during the current fuel cycle. Hence, the radiation levels inside the bioshield and

- co,3equent dose to personnel involved in the visual VT-2 examination of bolted connections for components inside the bioshield, are expected to be higher than normal during this outage.

.You have proposed an attemative to the requirement of reme al of insulation for visual VT '

l examination of bolted connections during system pressure test of components.

The staff has determined that compliance to the applicable Code would result in hardship or I

unusual difficulty without a compensating increase in the level of quality and safety. Therefore, the proposed alternative is authorized pursuant to 10 CFR 50.55a(a)(3)(ii) for one-time use at Callaway during Refueling Outage 9.
