" Inclusion of New Technical Snecification 3.0.5 Administrative Controls" North Atlantic Energy Service Corporation (North Atlantic) has enclosed herein License Amendment Request (LAR) 9810. LAR 98-10 is submitted pursuant to the requirements of 10 CFR 50.90'and 10 CFR 50.4.

LAR 98-10 proposes an administrative change to the Seabrook Station Technical Specifications (TS) to incorporate the administrative controls of new Specification 3.0.5, currently approved for use in

'NUREG-1431, " Standard Technical Specifications - Westinghouse Plants," (as modified by approved Technical' Specification Task Force (TSTF) generic change Traveler TSTF-165). The proposed specification provides an exception to Specifications 3.0.1 and 3.0.2 to allow the performance of required testing to demonstrate the operability of the equipment bei'ng returned to service or the operability of

. other equipment.

LAR 98-10 has been reviewed and approved by the Station Operation Review Committee and the Nuclear Safety Audit Review Committee.

' As discussed in the enclosed LAR Section IV, the proposed changes do not involve a significant hazard consideration pursuant to 10 CFR 50.92. A copy of this letter and the enclosed LAR have been forwarded to the New IIampshire State Liaison Officer pursuant to 10 CFR 50.91(b). North Atlantic requests NRC review of LAR 98-10 and issuance of a license amendment by May 15,1998 (see Section Venclosed).

North Atlantic has determined that LAR 98-10 meets the criteria of 10 CFR S t.22(c)(9) and 10 CFR St.22(c)(10) for a categorical exclusion from the requirements for an Environmental Impact Statement (see Section VI enclosed).
