NRC INSPECTION REPORT ND, 50 341/97010(DRP)

Dear Mr. Glpson:
On August 12,1997, the NRC completed an inspection at your Fermi 2 reactor facility.
The enclosed report presents the results of that inspection.
During the 6 week period covered by this inspection, the plant was operated weil and
continued improvements were noted in the areas of operations and maintenanco. We
acknowledge the efforts your staff took to identify the cause of reactor fuel damage over
the last three fuel cycles; however, we are concerned that foreign material was the cause
of those failures. Concerns with foreign material exclusion at your facility have been
identified in the past. We will continue to monitor your staff's efforts to improvo
perfortnance in this area and prevent futuro equipment failures,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosure, and your response will be placed in the NRC Public Document Room.
