Dear Mr. Gipson:
By letter dated September 9,1997, as supplemented by a letter dated September 16,1997, the Detroit Edison Company (DECO or the licensee) requested relief from certain inservice inspection requirements of the ASME Boiler and Pressure Vessel Code (code),Section XI for the Fermi 2 pirnt. The licensee requested relief from performing a syttem leakage test at L
the nominal reactor coolant system pressure due to adverse plant conditions.
The staff has reviewed the request for relief from these Section XI requirements and has determined, pursuant to 10 CFR 50.5Sa(a)(3)(ii), that imposing the requirements at issue would result in hardship without a compensating ir: crease in the level of quality anJ safety at Fermi 2. Therefore, the staff finds your reauest for relief to be acceptable. A copy of the staff's safety evaluation is enclosed.
