SUB.H.CT: NRC INSPECTION REf0Rr 50-285/9713 AND NOTICE OF VIOLATION
Dear Mr. Gambhir:
An NRC inspection was conducted June 30 through July 18,1997, at your Fort Calhoun
Station reactor facility. The enclosed report presents the scope and results of that
inspection. The final results of this inspection were discussed with you on October 2,
1997.
Based on this inspection, we have determined that your-corrective action program was
effective in identifying, resolving, and preventing issues that could degrade the quality of
plant operations or safety. However, three violations were identified as discussed below.
The first violation involved the failure to maintain the senior vice president as the
chairperson of the safety audit and review committee as required by Technical
-Specification. - As discussed in the attached inspection report, this administrative change
involved a reduction in previous commitments by deleting the senior vice president position
as the chairperson of the safety audit and review committee.
The second violation involved two examples of the failure to issue a condition report for-
conditions adverse to quality. This violation was of concern because these conditions
- were identified by your staff and could potentially impact safe operation of Fort Calhoun
Station.
The third violation involved the preconditioning of component cooling water outlet valves
prior to inservice stroke time testing.
Regarding the first violation, the NRC has concluded that information regarding the reason
for the violation, and the corrective actions taken to correct the violation and prevent its

recurrence, have already been adequately addressed. Therefore, you are not required to
respond to this violation unless the description in this report does not accurately reflect
your corrective actions or your position. In that case, or if you choose to provide
additicnal information, you should follow the instructions specified in the enclosed Notice.

Regarding violations two and three, these violations are cited in the enclosed Notice of
Violation (Notice) and the circumstancet surrounding the violations are described in detail
in the enclosed report. Please note that you are required to respond to this letter and
should follow the instructions specified il the enclosed Notice when preparing your
response. The NRC will use your response, in part, to determine whether further
enforcement action is necessary to ensure compliance with regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,
its enclosure (s), and your response will be placed in the NRC Public Document Room
(PDR). To the extent possible, your response should not include any personal privacy,
proprietary, or safeguards information so that it can be placed in the PDR without
redaction.
Should you have any questions concerning this inspection, we will be pleased to discuss
them with you.
