NRC PERRY EMERGENCY PREPAREDNESS EXERCISE INSPECTION

REPORT 50-440/98003(DRS)

Dear Mr. Myers:
On February 27,1998, the NRC completed an inspection of your emergency preparedness
-
biennial exercise at the Perry Nuclear Power Plant Unit 1. The purpose of this inspection was
l
- to evaluate the performance of the emergency response organization during the exercise. The
enclosed report presents the results of that inspection.
I
Areas examined within your emergency preparedness exercise performance are identified in
the report. Within those areas, the inspection consisted of a selective examination of
procedures and representative records, observation of performance, and interviews with staff.
The objective of the inspection effort was to determine whether the Emergency Plan was
adequate and station personnel were capable of implementing the Emergency Plan in

_ accordance with NRC requirements. Based on the results of this inspection, no violations of
,
NRC requirements were identified.

Ove,all performance during the 1998 Emergency Preparedness exercise demonstrated that
L
your emergency plan implementation was effective. You effectively addressed and initiated
corrective actions on an issue identified in the control room simulator related to the entry _
conditions in an Emergency Instruction. The Technical Support Center staff's responses were
j
effective and emergency classifications and priorities were well coordinated. Operations
L
Support Center management and staff performance was effective, inplant response teams
l
were effectively briefed on their assignments and rapidly dispatched. Emergency Operations
L
Facility responder's performance was effective and facility command and control was strong.
Interfacility transfers of command and control of event response were orderly ard dmely. The
exercise scenario was challenging and included multiple equipment failures.
