Comments of Commissioner Diaz on SECY-07-154 Subject to cert &in modifications as discussed below. I apprcve the staff's recomendation of a proposed rulemaking as set fortn in option 4 and the draft proposed rule. I commend the Senior Management Team ' r pursuing development of a viable, efficient and cost-effective alternative to the LSS.
The proposed modification of the LSS Advisory Review Ptnel to function as r.
formal advisory body on technical, administrative and document standardization requirements is sensible, However. the Senior Management Team has also identified the alternative of an informal users' group. I support solicitation of public comment on both alternatives to the current requirement of the LSS Advisory Review Panel.
In addition. Commissioner McGaffigan has responded to certain concerns of the Atomic Safety and Licensing Board Panel by recommending a modification of the proposed redefinition of " documentary material." I support this proposed change in the draft rule.
