I have considered the staff's comments and Judge Cotter's concerns and believe that the appropriate action to take at this time is to proceed with a notice of a proposed rulemaking on this matter as proposed by staff in option 4 and solicit public comments, The Commission, after consideration of the comments on the proposed rule, may or may not change systems or modify the proposed rule. Therefore, I approve the staff's recommendation to proceed with the proposed rulemaking to implement option 4 and I approve the alternative of a more informal users group to interact with the staff and eliminate the LSS Advisory Review Panel, i
