FORT CAIHOUN STATION, UNIT NO. 1 - RESPONSE TO REQUEST TO REEVALUATE HUMAN RtLIABILITY ANALYSIS (HRA) PORTION OF INDIVIDUAL PLANT EXAMINATION (IPE) (TAC NO. M98936)
Dear Mr. Gambhir:
By letter dated May 8. 1997. Omaha Public Power District (0 PPD) requested that the NRC reevaluate the HRA portion of the Fort Calhoun Station (FCS) IPE.
In this letter. OPPD stated that "This additional information is intended to resolve the NRC's reservation regarding the HRA portion of the FCS IPE and allow OPPD to use the PRA in support of risk-based regulatory applications beyond those associated with Generic Letter 88-20." OPPD's )osition is that the FCS IPE accurately reflects risk-significant aspects of luman performance and that additional treatments in the HRA area are unwarranted.
The NRC Staff Evaluation Report. dated December 9,1996, identified a weakness in the HRA portion of the FCS IPE. The staff reviews of the nuclear industry's IPEs assessed whether licensees
- methods were capable of identifying the most likely severe accidents and vulnerabilities. As stated in the staff evaluation, the FCS IPE met the intent of Generic Letter 88-20.
and, as such, fulfilled its intended purpose. Any additional a) plication of the underlying PRA to other regulatory applications such as tecinical specification changes to increase the allowed outage times, would require followup by the cognizant technical staff to determine the applicability of the underlying PRA models, assumptions, and results.
This would apply to any licensee, even those whose IPE was deemed by the staff to be without any weaknesses.
Therefore, the staff has concluded that no further review of the HRA portion of the FCS IPE will be performed.
Furthermore if the staff were to reevalute and modify its conclusion with regards to the identified HRA weakness, it might be construed as approval allowing the PRA to be exempt from further staff scrutiny.
In contrast, the staff position is that it is more appropriate that the new HRA information i
provided by a licensee be considered by the staff in their evaluations of
()[Di future risk-informed applications proposed by the FCS.
