COMMISSIONER DIAZ' COMMENTS ON SECY 97-190 Although the draft regulatory guide and standard review plan seemed more focused on the quantitative approach pr.;wsed by the Westinghouse Owners Group, I support publication of the Federal Register Notice attached to SECY-97-190 and issuance of the draft regulatory guide and standard review plan section for a 90-day comment period, The staff should continue to evaluate the two methodologies in parallel and work with industry representatives on their respective pilot applications.
' Die issues raised in the Federal Register Notice and the details of the two methodologies should be thoroughly discussed during the public workshop. Also, the stafTshould consider whether it is necessary and practical for licensees to perform risk assessment on all pipes in the plant for determining the scope of the risk informed inservice inspection program.
