EVALUATION OF PUMP TESTING BY INGERSOLL-DRESSER PUMP COMPANY TO VERIFY DECAY HEAT PUMP CAPABILITY AT LOW-FLOW CONDITIONS (TAC NO. M96314)-

Dear Mr. Anderson:

In July 1996, the NRC completed the second phase of an Integrated Performance Assessment of Crystal River Unit 3 (CR-3). An issue associated with the decay heat pump mission time was identified during the staffs assessment. The CR-3 Integrated Performance Assessment Process (IPAP) Final Assessment Report (NRC Inspection Report Number 50-302/96-201) dated August 23,1996, identified this issue as unresolved item URI 96-201-01.

To address URI 96-201-01, Florida Power Corporation (FPC) submitted by letter dated May 13, 1997, the results of a hydraulic evaluation for the decay heat pump. The staff has completed its review and concludes that the CR-3 decay heat pump can operate acceptably at flows of 100 gpm for a period of 30 days. The staffs review of URI 96-201-01 is documented in the enclosed safety evaluation. This review closes URI 96-201-01. It should be noted that during the course of its review, the staff made observations related to the 3B decay heat pump's hydraulic performance and bearing vibration history. The licensee should address these observations as appropriate.
