PORTSMOUTH CERTIFICATE AMENDMENT REQUEST-HIGHLY ENRICHED URANIUM (HEU) CYLINDER VALVE REPLACEMENT (TAC NO. L32056)

Dear Mr. Miller:

In ~ ccordance with your application dated February 3,1998, and pursuant to Part 76 to Title 10 a

of the Code of Federal Regulations, Certificate of Compliance GDP-2 is hereby amended by revising Safety Analysis Report Section 3.7,"HEU DOWNBLENDING ACTIVITIES,"

4 Fundamental Nuclear Materials Control Plan Section 2.2.7, " Material Balance Area Structure,"

and the Justification for Continued Operation of issue A.4 of DOE /ORO-2027/R3 entitled " Plan for Achieving Compliance with NRC Regulations at the Portsmouth Gaseous Diffusion Plant" to l

recognize HEU cylinder valve replacement under Department of Energy Regulatory Oversight Agreement regulations and provide a description of that activity including safeguards and material control and accountability practices to be used during the cylinder valve replacement.

Accordingly, Condition 8 has been revised to include the date of February 3,1998. This amendment becomes effective seven days after issuance.

All other conditions of this certificate shall remain the same.

Enclosed is a copy of the revised Certificate of Compliance.
