Dear Dr. Paperiello:
As required by 10 CFR 74.17(a), the United States Enrichment Corporation (USEC)is submitting to the Nuclear Regulatory Commission (NRC) the enclosed Form 327 documents for the Paducah, Kentucky and Portsmouth, Ohio Gaseous Diffusion Plants (PGDP and PORTS, respectively). These Form 327 documents cover the inventory period ending July 31, 1997. These documents contain confidential commercial or financial information or trade secrets that are exempt from public disclosure pursuant to Section 1314 of the Atomic Energy Act of 1954, as amended, and 10 CFR 2.790 and/or 9.17(a)(4). USEC hereby requests that the enclosed Form 327 documents be withheld from public disclosure.
The enclosed USEC amdavit provides the information required by 10 CFR 2.790(b)(4) for the enclosed Form 327 documents.

The inventory was taken at 1400 hours0.0162 days <br />0.389 hours <br />0.00231 weeks <br />5.327e-4 months <br /> on August 1,1997, and covers the period 6/1/97 - 8/1/97.
The inventory was delayed one day from the scheduled July 31 date to allow the process system to recover from unplanned steam outages. Steam plant outages near the end of July created conditions in the cascade conducive to UF. frecrcout. This occurs when process temperatures are not high enough to maintain UF in the vapu phase. When this happens, the solidi 0cd UF is not measured as part of the gas phase inventory, resulting in apparent losses of UF..
The Inventory DifTerence (IDj for uranium element was in excess of the 2 sigma Warning Level ID

controllimit.
An investigation was performed.
No unauthorized activities were identified.
Accounting records of cascade feeds and withdrawals were examined for accuracy and compared with Operations production records. No record keeping errors were discovered.
Physical inventory data were reviewed and found to be complete and accurt te to the extent laentifiable.
The positive uranium ID, indicating a deficit of the material in the inventory, is attributed to the conditions created dur ng the steam plant problems which occurred at the end of July.
i Efrorts to restore the steam to service and increase tempera' res in % process piping should result in recovery of the uranium.
The next inventory will be conducted on September 30,1997 as part of the annual, total plant inventory.
As for the Paducah Gaseous Di.Tusion Plant, please note that the NRC Form 327 Line 7 *Plus Bias Correction to ID" includes the Retained Inventory (84,293 grams Uranium and 1,780 gram 3"U) and the Calculation of the Dias Correction to the Inventory Difference (0 grams Uranium and $,193 grams 2" U) for July 1997. Also note that the uranium ID amount for U shown in item 6 was within warning and alarm limits, and is the principal indication for material control, llowever, the "U ID exceeds 2
significance limits indicating an assay measurement problem, which is under investigation at this time.

I am an officer of USEC arxl have been authorized by USEC to (a) review the information owned by USEC which is referenced herein relating to the Paducah and Portsmouth Gaseous Diffusion Plants and which USEC seeks to have withheld from public disclosure pursuant to section 147 of the Atomic Energy Act (AEA), as amended,42 U.S.C. p 2167, and 10 CFR 2.790(a)(3), 2.790(a)(4), 2.790(d)(1) and 9.17(a)(4), and (b) apply for the withholding of such information from public disclosure by the Nuclear Regulatory Commission (NRC) on behalf of USEC.

Pursuant to 10 CFR 74.17(a), USEC has prepared a Form 327, Special Nuclear Material (SNM) and Source Material (SM) Physical inventory Summary Report for each of the Paducah and Portsmouth Gaseous Diffusion Plants which describes the amount of nuclear material possessed by USEC at each plant.
10 CFR 2.790(d)(1) states that correspondence and reports to or from the NRC containing information concerning an applicant's material control and accounting program for special nuclear material not otherwise designated as Safeguards Information or classified as National Security Information or Restricted Data are deemed to be conndential commercial or financial infomiation exempt from public disclosure. Accordingly, USEC requests that the Paducah and Portsmouth Form 327 doeurt ots be withheld from public disclosure pursuant to section 147 of the AEA,42 U.S.C. 5 2167, and 10 CFR 2.790(a)(3),2.790(a)(4),2.790(d)(1) and 9.17(a)(4).
