Generic Letter (GL) 88-01, dated January ES, 1988, requested licensees and construction permit holders to use the guidance provided to address intergranular Stress Corrosion Cracking (IGSCC) issues for BWR piping r.ade of austenitic stainless steel that is four inches or larger in nomnal diameter and contains reactor coolant at a teroperature above 200 degrees f ahrenheit during power operation regardless of code classification.
By letter dated l'ay 4,1990, the itRC staf f inforned you that the proposed IGSCC inspection and mitigation program, as described in your response to GL 08 01, is acceptable with the exception of your position not to amend the Technical Specifications (TSs) to include a statement about 151 in accordance with the GL.
In response, by letter dated April 15, 1991, you submitted an application for an amendn.ent to the TSs to incnrporate the requested statement on ISI. On July 1, 1991, the 110C staff approved this atplication and issued Amendment flo. 170 to facility Operating License tio. 000 59 for the James A.
FitzPatrick fluclear Power Plant (TAC No. 00169).
The 1:PC staff concludes that your response to GL 88 01 is now acceptable without exception. Since the guidance provided in GL 88 01 has been adequately incorporated into the FitzPatrick 151 program, PASilY is no longer required to submit pre. outage 151 plans for ilRC review.
