The work proposed in this modification is in addition to the work already addressed in the previously revised SOW. Please submit, within 10 working days, a proposal to complete this additional effort. We acknowledge that not all of the work will be accomplished this fiscal year and that the schedule of work will be dependent on the availability of funds. We would like you to provide a status report for the ongoing work that l

would include the percentage of work effort remaining so that we can evaluate the potential scheduling issues for Task Order 5 including the work effort in this modification.

We have accepted your September 10,1997 revised Form 189 for the contract, Job Code E7044, with the following acknowledgment. Elaine Zeighami has replaced Mary Francis as ORNL Project Manager for this contract. The effect of the revision is to extend the period of performance to December 31,1999, as well as a reduced level of effort for this additional period.

Additional Subtasks for Task 5, OSP Web Site

1. Reconciliation of SS&D Sheets:  !

OSP staff have determined that the SS&D sheet collection is not up-to-date or complete. Some sheets should be replaced with a more recent, an inactive, or amended version. It is important that any discrepancies be determined and the missing or changed sheets be identified, obtained, and added to the web site and the SS&D index.

A. Understanding of the SS&D Process - The contractor should develop an understanding of the whole SS&D process, to include collecting, handling, disseminating, and storing of the SS&D sheets at NRC. This knowledge would be beneficialin ORNL's long term understanding of the handling and processing of the sheets at the web site. Also it is important for the contractor to develop a better understanding of the printed SS&D index and actions to be taken under Subtask B.

The contractor would conduct a two-day working meeting at NRC Headquarters to further their understanding of the SS&D process and index. Should additional time become available during the meeting it would be used to discuss the other Subtasks under this modification and ongoing web site design issues.

B. Ident/# cation of Needed Sheets - The printed SS&D indexes (3, 3A, & 38),

provided by NMSS, list about 3170 SS&D sheets in three categories. The OSP web l site has about 1850 sheets posted in the SS&D directory. The contractor will compare  ;

each item in the printed SS&D indexes against the OSP web site SS&D index and the virtual sheets that are now uploaded on the OSP web site. Discrepancies will be identified and at the minimum will include missing sheets, newer versions, amended sheets or sheets that have been converted into inactive sheets. The SS&D registry l numbers change when sheets become inactive and the contractor will also list the  !

sheets they have confirmed as inactive. The contractor will also list any sheets ]

requiring further resolution that are on the OSP web site but do not appear in the printed SS&D indexes, and are listed under previous or attemate manufacturer names in the printed index which differ from those listed on the actual SS&D sheet. These differences will also be identified and listed. NRC will confirm the sheets' status upon request by the contractor.

C . Scanning & Processing of Added or Changed Sheets - The contractor will process and upload the sheets identified in Task 1B and will reconcile any differences between the printed SS&D index and the sheets available at the OSP web site. The contractor will prepare, QA, and upload up to 500 sheets identified under Task 1B upon receipt from NRC or A/S. Most sheets are from 3 to 27 pages long with 40% of sheets having 12 or more pages. The contractor will provide an estimated cost to include copying, scanning, editing the first page, merging, converting files into a PDF format, and uploading the completed SS&D sheet to the OSP web site. If more than 500 discrepancies are identified, the contractor will notify the NRC who will determine the priority of the scanning and processing. Scanning, processing and uploading documents beyond the 500 mentioned in this task will be renegotiated at a future date.

l D, SSAD Inder- The contractor will make up to 500 changes to the SS&D index for the sheets processed under Task 1C. The contractor will propose a special code or icon which will be added to the index to identify inactive sheets posted at the web site.

, 2. Certificates of Compliance for Transportation Packages:

OSP staff, Agreement States and web site users have identified the need for OSP to

, provide NRC's Certificates of Compliance for transportation packages at the web site.

l The contractor will offer a proposal to make this information available and retrievable i on the OSP web site.

l A. NUREG 0383, Vol 2,174 Certificates in 564 pp. - The contractor will convert the existing printed certificates with signatures and dates into image documents (PDF files) and make them available on the web site through an especially created page. The collection is composed of about 174 certificates in 564 pages. The certificates will be l copied, scanned, merged, and uploaded to the web. The contractor will also provide, on the web page, two indexes: " Certificates by Model Number" and " List of Packages l by Package Type" for easy identification of the desired Certificate. The identified l Certificate can then be retrieved through the web site's search engine.

, The contractor is request to include the cost for updating and maintenance of the collection for the first year in the cost of implementing this task. It is assumed that there l will be 15 riew or revised certificates issued during the year with an average of 4 pages each.

B. NUREG 0383, Vol 1, 613 pp. - The contractor will copy, scan, convert, merge, and upload the information in this volume into image files (PDF files). The information will be made available from the Certificates of Compliance web page, or from an ancillary l page, and will accompany the information from Volumes 2 and 3 of NUREG-0383. The l contractor should use Volume 1 of NUREG-0383 for estimating the cost of this task.

C. NUREG-0383, Vol 3, 72 pp. - This volume is an alphabetical listing by user name of approved Quality Assurance programs. The contractor will copy, scan, convert, merge, and upload the information in this volume into image files (PDF files). The information

, will be made available from the Certificates of Compliance web page or from an l ancillary page and will accompany the information from Volumes 1 and 2 of NUREG-0383. The contractor should use Volume 3 of NUREG-0383 for estimating the cost of

! this task.

3. NUREGs and Special Documents:

A. OSP staff, Agreement States and web site users have identified the need for OSP to include selected NUREGs and other documents at the web site. The contractor would place documents selected by OSP on a special page at the OSP web site.

Documents will be posted in PDF and as a text or Wordperfect file. This will permit the user to have a choice of a document similar to the original or a downloadable document l that can be easily revised. OSP believes there may be up to 24 NUREGs, or other l documents, that may be eligible for consideration under this proposal. The size of the documents may be from 50 - 200 pages in length. The contractor should give a cost estimate based on processing the documents from electronic files that may be provided by OSP. If documents need to be scanned and processed under this subtask 4.a, the estimate will change. Maintenance and updating of the files and the index should be included in the cost estimate through FY 99. A cost estimate will be determined based in part on the length and the media of the document.

B. OSP staff, the Agreement States, and users have identified a need to access key documents related to the NRC and OSP which do not fall into the existing category of Agreement State Communications. The contractor would create a special page at the web site which would contain selected key documents identifiec by OSP. The page would have links directly to each document when available from NRC's external home page. Other documents will be provided by OSP would need to be converted to PDF format and QA'd for accuracy. OSP anticipates that approximately 24 documents are in this category, which includes various older documents which are of historical interest to the public and the Agreement States. Approximately 8 new documents may be eligible for inclusion on an annual basis. Maintenance and updating of the files and the index shouid be included in the cost estimate through FY 99. A cost estimate will be determined based in part on the length and the media of the document.

C. The contractor will develop a Special Documents page. To provide uniformity, the contractor will move existing links from the "Special Documents" area of the Links Page to the new Special Documents page and verify the operation of all existing links.

Additionally, the contractor will assist in design and organization of the material on the Special Documents page.

4. NRC-inspection Manual Files Link and Web Site Statistical Link l

l The contractor is requested to provide a cost estimate of maintaining a link from OSP's "NRC Links' location to the inspection Manual URL on the NRC's extemal home page.

l OSP desires to know more information about the utilization of the web site. The l statistical information will be made available from a link on the web site. l l

5. Radiography Manual I

Two manuals, NUREG/BR-0001, Vol.1 and NUREG/BR-0024, have been identified by l OSP as key radiographer training documents. These documents are hard to find l because they are no longer in inventory. The contractor would convert the documents to a digital format that can be accessed and downloaded from the OSP web site in a PDF format. Both documents contain many photographs and must be scanned prior to )

uploading at the web site. The documents are 16 and 165 pages long. j

6. NRC Training Schedule ,

l OSP and the Agreement States have identified the need for an easily accessible ,

training schedule and course summaries for NRC courses. The contractor is requested  !

! to develop a "OSP training schedule" page containing NRC training schedules and course summaries. The contractor will develop a " disclaimer" for the training and j scheduling page based on information provided by OSP. The contractor willlink the ,

training information page to the OSP home page. The schedule would be updated  !

approximately quarterly and the course summaries about twice a year. OSP will I provide the scheduling and course information in an electronic file format. Additionally, should the training and scheduling information become available on the NRC external home page, the contractor will develop such links as necessary to directly access the I l

scheduling and training information from this location while maintaining the "OSP training schedule" page at the OSP web site. l l l l 7. Design and Maintain OSP Procedures Web Page  !

l A. The contractor will design and maintain a " procedures" page for the OSP web site. I The contractor will develop a " disclaimer" for the procedures page on information I provided by OSP. The contractor willlink the procedures page to the OSP home page and other navigationallinks to other web site pages as necessary. The procedures 1 l page will contain a table of contents and a " disclaimer" that will be provided by OSP. i i

B. The contractor will convert at least 18 WP files into PDF files; the contractor may l

assume that the WP files are clean, i.e., minimal use of tabs instead of spaces, no unnecessary carriage returns or page breaks, use of a T1 font, etc. The contractor will  ;

add internal links to referenced documents already on the web site or on the WWW to provide an easy reference for the user. The contractor may assume that there are approximately 36 links for the 18 documents. OSP will help identify WWW documents  !
