Dear Chairman Seale:
Thank you for your interim letter of February 19,1998, on the views of the Advisory Committee on Reactor Safeguards (ACRS) regarding the safety aspects of the Westinghouse Electric Company application for certification of the AP600 design. The Office of Nuclear Reactor Regulation (NRR) has reviewed your concerns related to the reactor coolant system and containment test and analysis program to ensure that these issues have already been conveyed to Westinghouse through requests for additional information or as final safety evaluation report (FSER) open items. Westinghouse has responded to most, but not all, of these items at this time. When all of the Westinghouse responses are received and reviewed, arrangements will be made to have the issues discussed in upcoming ACRS meetings. In addition, Westinghouse has -
informed the staff that it will send you a separate response, together with a road map indicating where detailed evaluations, discussions, or related documentation on each of your specific concems can be found.
Regarding your concem about the poor status of documentation, the staff agrees that in some areas the AP600 documentation contained errors and editorial deficiencies and has been difficult

to review. The staff has repeatedly discussed these deficiencies with Westinghouse and has L
endeavored to ensure that all documentation is correct. In order for the staff to complete its l
assessment of the AP600 design in its FSER, the Westinghouse documentation must demon-strate that all applicable regulatory requirements have been met and must contain sufficient information on which the sta# can base its safety findings. The staff will base acceptance of documentation on three factors: 1) that the documentation is technically sound, 2) that the documentation contains no known errors, and 3) that the documentation is sufficient for the staff to make a technical determination of compliance. Based on these criteria, that status of the documentation of the thermal-hydraulic analysis codes is as follows:
WCOBRA/ TRAC - the base code documentation was submitted on March 20,1998. Acceptance of the AP600 WCOBRA/ TRAC documentation is dependent upon the adequacy of the base code l
documentation, j
, NOTRUMP - the staffis reviewing the description of the changes to the code numerics. Although L
the AP600 NOTRUMP code documentation is complex and difficult to deal with due to its l
breadth, the staff will complete its review of the code and arrive at a conclusion based on the t) current documentation of record Therefore, the staff does not plan to require additional documentation for NOTRUMP.

WGOTHIC - the documentation issue related to WGOTHIC involves the approach used for design basis accident evaluation and the justification for using the code in its lumped-parameter l
l mode. The staff will ensure that the WGOTHIC documentation in support of the AP600 design
' certification meets the three factors identified above. Specifically, the staff continues to work with Westinghouse to ensure that the final set of documents provides a technically sound case,
