BACKGROUND <

- In accordance with application dated August 18,1999, GA r' equested their license be amended -
to remove Building No. 42, known as the "QA/ Calibration Lab" from their operating license '
l.
SNM-696. Building 42 is located on GA's Sorrento Valley Site. Building 42 has no history of i
use of NRC-licensed material. It had been constructed for the purpose of housing equipment for conducting radiography. The calibration laboratory used only materials licensed by the State of Califomia in the calibration of various radiation detection equipment nnd systems.

1 GA has requested that Building 42 be deleted from SNM-696 based upon the type of material i
activities performed in the building. Those activities and materials have always been and will I
continue to be under the jurisdiction of GA's State of Califomia broad scope radioactive
' materials Llicense Number 0145-37.
. Accordingly removal from the NRC license will not,'in any way, be hazardous to the health and
- safety of the public. The regional inspector agrees that the building is adequately covered by

. the State of Califomia and had not included the building in inspection activities.

. ENVIRONMENTAL REVIEW z Based on' the information submitted by GA, the staff has determined that the changes to the 4
L license are related to decreased operations at the facility resulting from the proposed overall
~ decommissioning of the site. Accordingly, the' staff has determined that the criteria in 10 CFR -
- 51.22(c)(11) for categorically excluding an action from an environmental review have been met.
cTherefore,'neither an Environmental Assessment nor Environmental Impact Statement is necessary for this action.
j CO'NCLUSION
. The staff concludes that GA's request to remove Building 42 from their NRC operating license
- meets regulatory requirements and that there is reasonable assurance that the proposed action
~
will not adversely impact upon the health and safety of the public or the environment.
LThe Region IV Principal Inspector has no objection to this proposed action.
