Dear Mr. Kingsley:
The Commission has issued the enclosed Amendment No. 249 to Facility 0)erating License No. DPR 52 for the Browns Ferry Nuclear Plant (BFN) Unit 2.
T11s amendment is in response to your application dated June 2. 1995. as revised on March 6. 1997 with supplemental information provided on May 13. 1997 and August 20. 1997, requesting technical spec 1fication changes for an upgrade of the power range neutron monitor instrument: tion.
Changes to thermdl limits specifications were also proposed to implement average power range monitor and rod block monitor technical specification improvements, and maximum extended load line limit analyses.
Amendments implementing similar changes for BFN ] nits 1 and 3 will be integ~ rated into the improved technical specification amendments at a later date.
A copy of the Nuclear Regulatory Commission's Safety Evaluation is enclosed.
A Notice of Issuance of Amendment to Faciiity Operating License will be included in the Commission's next biweekly Federal Reaister notice.
